Clarke County is seeking a motivated individual with a desire to provide benefit service delivery to the citizens of Clarke County.
The Benefit Programs Specialist I represents the entry level in the occupational group for employees working under close supervision while being trained in determining eligibility for a variety of social services government assistance programs.
Benefit Programs Specialist II represents the full-performance level in Benefit Programs Specialist occupational group.
Employees' responsibilities are related to the determination, re-determination of eligibility of individuals and families for for financial assistance, Supplemental Nutrition Assistance Plan, Medical Assistance, and for other social services' benefit programs.
The work is performed within established policies, procedures, and guidelines, but certain aspects of eligibility determination require independent judgement, especially as related to evaluation of social factors influencing eligibility.
Employees seek supervisory help for difficult or unusual situations only.
Benefit Programs Specialist I is distinguished from the Benefit Programs Specialist II by the latter's performing all the assigned eligibility duties independently and making judgements following agency practices and procedures as well as federal, state, or local laws and policies.
Telework options are available for this position.
Responsibilities of the position include but are not limited to:
Process applications for the Supplemental Nutrition Assistance Plan (SNAP), Temporary Assistance for Needy Families (TANF), and MedicaidConducts interviews to determine eligibility for assistance and re-determine their continuing eligibilityDetermine eligibility for assistance and benefit levels using automated systems and manual methods.
Interpret policies and procedures applicable to various programsMonitor cases for changes in recipient circumstances and implement changes to appropriately reflect benefit levels within guidelines.
Explain clients rights and responsibilities and program availabilityEvaluates consistency and completeness of data secured, and where indicated substantiates accuracyComputes assistance plansDetermines the need for and amount of allowances for special circumstance itemsEvaluates social economic factors as education, work experience, and levels of social functioning, andEvaluates employability of clients and explores potential sources of incomeIdentify clearly discernible social problems and refers clients to Services IntakeProvides Individuals with information about other community agencies that can provide additional services and resourcesThis positional may not be eligible for telework for the first 6 months of employmentMinimum
Qualifications:
Experience working in an office environment providing customer service to the general publicSome basic knowledge of human behaviorAbility to perform mathematic calculations to include percentages, formulas, and averages.
Conduct interviews for the purpose of gathering information, evaluating situations, and analyzing informationSkilled in operating a personal computer and the associated office software programsDemonstrated ability to communicate effectively both orally and writtenApply common sense understanding to carry out instructions furnished in written and oral form.
Exercise sound judgement, discretion, tact and resourcefulness in solving problems and drawing logical conclusionsUtilize various types of automated technology to establish and maintain case records, access and retrieve data, create reports and manipulate data.
Maintain professional ethics related to confidentialityEstablish and maintain effective working relationships with others in a positive and tactful manner under sometimes stressful conditions.
Ability to work successfully independently and as a team member; manage multiple tasks and prioritize workload.
High School Diploma with additional training and related working experience OR any equivalent combination of training and experience which provides the required skills, knowledge, and abilitiesPreferred
Qualifications:
Working knowledge of financial assistance programs sufficient to determine or re-determine eligibility for benefit programs.
Preferred completion of required benefit programs trainingExperience with related software is preferred.
Ability to interpret and apply complex policy and procedures.
Special Requirements:
All applicants are subject to a Criminal History Background search, Central Registry (CPS) search, DMV/driving record check, and/or pre-employment drug screen.
The investigation may include:
fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment) and other checks requested by the hiring authority.
Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
Based on the response to this posting, this position may be filled as a Benefits Programs Specialist I or a Benefit Programs Specialist II.
